Council Connections: July 2026

Update from the most recent CLHA Council meeting

The Council of the College of LPNs and HCAs of Alberta (CLHA) is responsible for the oversight of the organization and for guiding our strategic direction. The Council consists of 50% regulated members (LPNs and HCAs) and 50% public members.

The Council held its quarterly meeting on May 28 and 29. A summary of key activities is below.

Ownership Linkage and Education

To inform strategic ends and decision-making, the Council engages in work to support better understanding of the populations that LPNs and HCAs serve and the role of a regulator in an evolving healthcare system.

In May, the Council received a presentation from Global Public Affairs. Part of this presentation included a discussion of stakeholder engagement and strategies to support Council members in obtaining and using feedback from the public in their decision making.

Ongoing Monitoring of the Organization

The Council monitors the CLHA’s operations and evaluates the performance of the CEO. At this meeting, the Council received and accepted the following monitoring reports:

  • Financial Condition
  • Asset Protection

The Council also reviewed the 2025 Annual Report.

Council Governance

The Council Governance Committee reviewed and updated terms of reference for Council committees:

  • Appeals and Reviews – Panel of Council
  • Hearing Tribunal
  • Complaint Review Committee
  • Competence Committee
  • Council Appointment Committee
  • CEO Compensation and Evaluation Committee
  • Governance Committee
  • Educational Standards Advisory Committee

In addition, the Council also approved terms of reference for the Investment Policy Committee, which was established in February. The Council also made some minor updates to the End Policy following a review from the Governance Committee.

HCA Committee Membership

Updates were made to the membership lists of the Hearing Tribunal and the Complaints Review Committee to ensure HCAs can preside over hearings and complaint reviews.

Regulatory Approvals

Education Program Approvals

Under the Health Professions Act, the CLHA Council approves practical nurse and HCA education programs in Alberta. This includes diploma programs, programs leading to advanced authorization, as well as refresher programs. In May, the Council approved standards and indicators for HCA programs.
