Council Connections: November 2026

Update from the most recent CLHA Council meeting

The Council of the College of LPNs and HCAs of Alberta (CLHA) is responsible for the oversight of the organization and for guiding our strategic direction. The Council consists of 50% regulated members (LPNs and HCAs) and 50% public members.

The Council held its quarterly meeting on September 24 and 25. A summary of key activities is below.

Ownership Linkage and Education

To inform strategic ends and decision-making, the Council engages in work to support better understanding of the populations that LPNs and HCAs serve and the role of a regulator in an evolving healthcare system.

In September, the Council received a presentation from CLHA leadership on the current state of LPN scope optimization.

Ongoing Monitoring of the Organization

The Council monitors the CLHA’s operations and evaluates the performance of the CEO. At this meeting, the Council received and accepted the following monitoring reports.

  • Financial Condition
  • Communication and Support to Council
  • Fees

Council Governance

The Council Governance Committee reviewed the following and introduced some minor changes.

  • Council Engagement with Ownership
  • Council Engagement with Other Organizations
  • Council Planning Cycle and Agenda Control
  • Governance Succession Planning

Bylaw Updates

The Council approved amendments to the CLHA Bylaws that align the document with our policies and procedures on decision making and clarify practices regarding registrant members on panels, the Hearing Tribunal, and the Complaints Review Committee.

Regulatory Approvals

Education Program Approvals

Under the Health Professions Act, the CLHA Council approves practical nurse and HCA education programs in Alberta. This includes HCA certificate and practical nurse diploma programs, programs leading to advanced authorization, as well as refresher programs.

At this meeting, the Council granted full approval to the HCA program at Red Deer Polytechnic (main campus) and conditional approval to the HCA program at Red Deer Polytechnic’s satellite campus. Conditional approval was also granted to Training Inc. and Northern Lights College (main and satellite). Programs with conditional approval submit additional monitoring reports to update the CLHA on meeting program standards and indicators.
